Punjab Social Protection Authority: Hiring of Individual Consultants
The Punjab Human Capital Investment Project is looking to hire skilled professionals for important roles. Funded by the World Bank, this project aims to improve health services and support economic and social programs for poor and vulnerable households in Punjab.
The Government of Punjab has secured funding from the World Bank for the Punjab Human Capital Investment Project (PHCIP) [P164785]. This project aims to enhance access to quality health services and economic and social programs for poor and vulnerable households in selected districts of Punjab. To achieve these goals, the project seeks to hire individual consultants for various roles until June 30, 2025. Details are as follows:

Qualifications, Experience, and Skills Required
1. Senior Program Manager
- Qualifications:
- Master’s degree or equivalent (16 years of education) in fields like Development Studies, Business Administration, Accounting, Public Finance, Public Policy, Social Policy, Economics, Public Administration, MBBS, Engineering, or related disciplines from a recognized university.
- Project Management Professional (PMP) or similar certifications are a plus.
- Experience:
- At least ten years of experience in planning and implementing social or economic development programs.
- Familiarity with government structures, operations, and procedures.
- Skills:
- Strong written and spoken English.
- Proficient in MS Office (Word, Excel, PowerPoint).
2. Software Engineer
- Qualifications:
- Master’s degree or equivalent (16 years of education) in Software Engineering, Computer Science from a recognized university.
- Experience:
- At least six years of experience in software development.
- Minimum of three years of experience with SQL Server database design, stored procedures, triggers, reports, backups, and migrations.
- Knowledge of Business Intelligence tools and Agile methodologies.
- Skills:
- Proficiency in ASP.Net, C#, MVC, Android-based mobile applications, Web API, SQL database, Entity Framework, and .NET Platform.
- Expertise in Angular or React JS for front-end development along with HTML5/CSS3.
- Good understanding of design patterns and code versioning tools.
- Excellent troubleshooting and communication skills.
3. Data Analyst
- Qualifications:
- Master’s degree or equivalent (16 years of education) in Statistics, Computer Sciences, Economics, or related field.
- Advanced certification in data analytics is preferred.
- Experience:
- At least three years of experience in data analysis, including survey data analysis.
- Skills:
- Ability to clean and prepare data.
- Skill in analyzing and visualizing data, and creating reports and dashboards.
- Strong writing and analytical skills, with experience in academic research or reporting being an advantage.
- Self-motivation and ability to handle multiple tasks.
- Strong teamwork, interpersonal, and communication skills.
- Proficiency in software like Oracle, SQL, Tableau, Power BI, R, and STATA.
Estimated Remuneration:
- Senior Program Manager: Approximately PKR 900,000 per month
- Software Engineer: Approximately PKR 325,000 per month
- Data Analyst: Approximately PKR 325,000 per month

The selection will follow the World Bank’s “Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services” (July 2016, revised November 2017 and August 2018). The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations,” which outline the World Bank’s conflict of interest policy.
